The International Day for the Elimination of Violence Against Women

The Ministry of National Defence joins public institutions and organizations around the world that support raising awareness and combating violence against women, by lighting the headquarters in Bucharest on Friday, October 25, starting at 20.00 o’clock, in orange to mark the International Day for the Elimination of violence against Women.
The United Nations General Assembly has designated October 25 as the International Day for the Elimination of violence against Women (UN General Assembly Resolution 54/134). This day is marked worldwide by demonstrations and acts condemning various forms of violence against women. In its resolution, the United Nations General Assembly invites governments, United Nations agencies, international and non-governmental organizations to hold events on this day to draw public attention to the issue of violence against women.
Romania has acceded to 2 international legal instruments, namely the UN Convention on the Elimination of all forms of discrimination against Women (CEDAW-1982) and the Council of Europe Convention on the Prevention and Combating of domestic violence (Istanbul Convention 2016).
Also, United Nations Security Council Resolution 1.325 (2000) - Women, Peace and Security adopted on 31 October 2000, hereinafter referred to as UNSCR 1.325 (2000), affirms the important role of women in conflict prevention and resolution, peace negotiations, peace-building, peace-keeping, the humanitarian response and post-conflict reconstruction and stresses the importance of women’s full participation and involvement in all efforts to ensure and promote peace and security.
The content of UNSCR 1.325 (2000) expresses concern for civilians, especially women and children, who represent the majority of those affected by armed conflicts, and reaffirms the importance of the role of women in conflict prevention and resolution, in the peace-building process.
At the same time, UNSCR 1.325 (2000) sets out the need for equal participation and full involvement of women in all efforts to maintain and promote peace and security, as well as the need to increase their role in the decision-making process on conflict prevention and resolution.
Since 2000, the Security Council has adopted a number of resolutions on Women peace and security, which makes it now considered that there is already an Agenda for this issue at the UN level.
The Ministry of National Defence has taken over the process of promoting and implementing the Women, Peace and Security Agenda at national level and ensures the National Focal Point, in relation to national and international organizations working in the reference field.
At national level, Romania adopted the National Strategy and the National Action Plan on the implementation of United Nations Security Council Resolution 1.325 (2000) - Women, Peace and Security for the period 2020-2023, which was approved by Government Decision no. 561 of 2020.
In order to monitor and evaluate the implementation of the provisions of the National Strategy and the National Action Plan, the National implementation Group was established. Composed of representatives of the following institutions: Ministry of National Defence, Ministry of Internal Affairs, Ministry of Foreign Affairs, National Agency for Gender Equality, Romanian Intelligence Service, Special Telecommunications Service, Protection and Guard Service, National Administration of Penitentiaries. The gender management office operating within the Department for Parliament Liaison and Personnel Welfare in the MOD provides the secretariat of the National implementation Group, and the Chief of Gender Management Office has been elected Group President.
In order to achieve the objectives and fulfill the established measures, the order of the Minister of National Defence no. M203/2020 on the application at the level of the Ministry of National Defence of the provisions of the National Strategy and the National Action Plan on the implementation of United Nations Security Council Resolution 1325 (2000) - Women, Peace and Security for the period 2020-2023, approved by Government Decision no. 561/2020.
Subsequently, the Military Guide on gender mainstreaming in the Ministry of National Defence was developed, used for training the personnel of the Ministry of National Defence, from the gender perspective.

The Ministry of National Defence supports and promotes free and equal access at all hierarchical levels, for women and men, civilians or militarily, under the observation of fulfilling the criteria of performance and professionalism. There is currently no limitation on women’s access to military specialties.
